Position Overview

The Program Manager will support the full lifecycle of federal business development efforts, including opportunity identification, capture planning, proposal management, and proposal writing. This role requires strong federal contracting experience, the ability to analyze solicitations, develop winning strategies, and coordinate cross-functional teams to deliver compliant, high-quality proposals. The selected candidate will work closely with

leadership to support SSI's growth across the DoD, Intelligence Community and other federal agencies.

Essential Functions & Responsibilities

Business Development & Capture

  • Identify and qualify federal contracting opportunities aligned with SSI's core capabilities
  • Support capture planning and strategy development for targeted opportunities
  • Develop and maintain strong relationships with clients
  • Negotiate and close opportunities that align with company goals
  • Conduct market research and competitive analysis
  • Maintain opportunity pipeline tracking and reporting
  • Support customer engagement and industry outreach activities
  • Attend conventions, networking events, and government briefings as appropriate

Proposal Management & Writing

  • Coordinate proposal development for federal contracting opportunities
  • Lead or support responses to RFIs, Sources Sought, RFQs, Task Orders, and RFPs
  • Develop proposal outlines, schedules, and compliance matrices
  • Write and edit proposal volumes including technical, management, past performance, and executive summaries
  • Coordinate input from technical staff, partners, and subcontractors
  • Ensure proposals are compliant, compelling, and delivered on schedule
  • Interpret solicitation requirements, evaluation criteria, and contract terms
  • Maintain internal proposal templates, processes, and best practices

Minimum Qualifications

  • Active Secret Security Clearance
  • Bachelor's Degree in Business, Communications, Government, or related field
  • 10+ years of experience supporting federal government programs
  • 5+ years of experience in business development, capture, or proposal management
  • Demonstrated experience responding to federal solicitations (RFPs, RFQs, Task Orders)
  • Strong proposal writing, editing, and coordination skills
  • Ability to manage multiple priorities in a fast-paced environment
  • Excellent written and verbal communication skills
  • Some Travel required
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint)

Preferred Qualifications

  • Master's Degree in Business Administration, Public Administration, or related field
  • Experience supporting DoD, Department of State, or Intelligence Community contracts
  • Familiarity with intelligence, language, security, or training services
  • PMP Certification
  • Experience supporting overseas program deployments
  • Experience with federal contract vehicles and task order environments
